Boutin Jones Inc. Promotes Matthew D. Carlson, Donna L. Courville and Y. Peter Silchuk to Firm Shareholders

Tax attorney Matthew D. Carlson has been promoted to shareholder at Boutin Jones Inc. Carlson has over a decade of experience in tax controversy law and was previously an attorney for the Office of Chief Counsel, IRS, where he represented the IRS in federal tax and bankruptcy proceedings. He has litigated many cases in the United States Tax Court, both on behalf of the IRS and taxpayers, including taking dozens of cases through full trial and briefing.

He is a leader in state and national tax organizations and a frequent speaker on tax controversy and procedure topics as well as a variety of substantive tax issues. He has chaired several tax committees, including the Income and Other Taxes Committee of the California Lawyers Association, Taxation Section; the Sacramento County Bar Association Tax Law Section; and the Sacramento Chapter, SALT Discussion Group, for the California Society of Certified Public Accountants.

He represents businesses and individuals before federal, state and local tax authorities in litigation, investigations, and administrative proceedings. “My law practice is devoted to tax controversy, tax planning and transactions with sensitive tax issues,” Carlson said.

He graduated with a Tax Concentration from the University of the Pacific, McGeorge School of Law, with a Bachelor of Science from Sonoma State University.

Estate Planning attorney Donna L. Courville has become a shareholder with Boutin Jones Inc. She has over 25 years of experience practicing estate planning, gift and estate tax planning, trust administration and probate law. She has helped hundreds of clients set up estate plans that successfully carry out wishes for themselves, their families and businesses. She works closely with families and the nonprofit community to set up charitable contributions that become a lasting life legacy. “One of the most rewarding parts of the work I do is helping people give a portion of their estate to charity. It also engages the next generation in thinking of others,” she said.

Courville has been an active volunteer leader in both the community and within the firm. She is a Board Member and New Chair for Meristem, an Advisory Board Member for Michael Ziegler PRIDE Industries Foundation, and a former Board Member and Chair of the Sacramento Region Community Foundation. She also leads Boutin Jones’ efforts on the annual Big Day of Giving, helping her colleagues to raise tens of thousands of dollars for local charities.

She is a graduate of Texas Tech University and Texas Tech School of Law in Lubbock, Texas.

Y. Peter Silchuk has been promoted to shareholder at Boutin Jones Inc. He has a decade of experience working on sophisticated real estate transactions and has a unique skillset in conservation easement work. He is sought-after for his expertise and works closely with the Boutin Jones tax group to provide counsel on tax deduction conservation easements. His focus on conservation easements requires a unique combination of knowledge in the areas of real estate, administrative, land use and mineral and water rights, and he has developed important relationships with state and federal agencies that play a critical role in the success of conservation easement transactions.

Peter also frequently represents clients in complicated leasing and purchase  and sale negotiations. His clients include large statewide credit unions and banks and large national retailers. Leases often involve significant tenant improvement build-outs, and Peter is skilled at navigating clients through the pitfalls of complicated construction projects that pose a threat to a client’s business goals.

Outside of his legal practice, Peter is active in the area’s Slavic community. “I have a deep connection to the Sacramento region’s Slavic community, and volunteer with numerous Slavic community groups doing outreach and education.”

He is a graduate of the University of California, Los Angeles, School of Law and California State University, Sacramento, and is a former Judicial Extern for Judge Sandra Ikuta, U.S. Court of Appeals, Ninth Circuit.
